It is possible to charge a battery voltage with a high voltage source lower?
For Christmas my son received an electron energy Green snap together. http://www.elenco.com/scg125.htm The set includes a hand crank DC motor that can be used to charge the battery Rechargeable. It also includes a DC motor with a fan blade for the current production of wind energy. I built the crank circuit, then replaced the crank with the fan. If I power the fan with a hairdryer for my wife (I turn the heat off the air so he is just blowing), it recharges the battery. If I put in front of the floor fan in my room the fan runs but not fast enough to load the battery. Is it possible to configure a circuit such that the generator produces about 2.6 V can be used to charge the battery 3.6 V? (Btw. .. 20 years ago I was a freshman EE network theory class. I understand that a generator can not load 2.6V battery 3.6 V on its own initiative. I try to understand whether some use of capacitors or other components can make this work at all.)
